LGU Executives to Meet in SU for Regional Capacity Dev’t Event

Some 80 participants, composed mostly of local chief executives from different parts of the country, will convene in Silliman University for a Regional Capacity Development Learning Event on October 26 to 28.

Themed “Improving LGU Performance through Local Capacity Innovations and Incentive Mechanisms”, the event is organized by the Galing Pook, in partnership with the United Nations Development Programme (Philippines and Bangkok) and the SNV Netherlands Development Organization. It is co-sponsored by Silliman University and the provincial government of Negros Oriental.

The three-day event has two parts: a learning-sharing workshop on October 26 and 27, and an on-site learning visit to various LGU exemplars in the province of Negros Oriental.

Participants, including those from Indonesia, Sri Lanka and India, are hoped to utilize the event as a venue to share and learn from innovative approaches on incentive mechanisms in internal governance systems that enable local governments to perform their functions and meet their objectives.

The learning-sharing workshop will feature several sessions to share experiences and exemplary practices that illustrate how to innovate leadership and engagement with various stakeholder groups can build appropriate local capacity incentive mechanisms holistically across local government institutions. Specific attention is given to what works, what capacities need more emphasis and strategies to mainstream these practices.

Last day will be spent in parts of Dumaguete and the municipality of Dauin where participants will have a first-hand view of program implementation and a exchange lessons and ideas through on-ground interaction with program implementers and beneficiaries.

Expected to attend from UNDP are UN Resident Coordinator Ms Jacqui Badcock, UNDP Philippines Country Director Mr. Renaud Meyer and UNDP Regional Center Bangkok Capacity Development Team Leader MS Dipa Bagai.

Silliman Leads ADB-Funded ICRM Project in 3 Regions

The Department of Environment and Natural Resources has tapped Silliman University in its project that targets the establishment of Integrated Coastal Resources Management (ICRM) Centers in Regions 5, 7 and 11.

Funded through a loan from the Asian Development Bank and a grant from the Global Environmental Facility, the project aims for capacity-building of partner academic institutions towards the establishment of ICRM centers in each of the following provinces: Masbate, Cebu and Davao Oriental. These ICRM Centers will hold base in partner academic institutions and serve as hubs for biodiversity monitoring and research, training and demonstration activities.

Capacity-building programs will be in the areas of Coastal Resource Management, Biodiversity Conservation, Education and Curriculum Development, Information, Education and Communication, Institutional Systems, Financial Mechanisms, and Legal and Policy.

The project also aims to develop manuals on integrating faith, instruction, research and extension in the teaching and practice of coastal resource management and biodiversity conservation.

Research Agreement with Japanese University Signed

The Silliman University Angelo King Center for Research and Environmental Management (SUAKCREM) entered into a research agreement with the International Cooperation and Research Division (ICRD) of Ritsumeikan Asia Pacific University in Beppu City, Japan.

Silliman President Dr. Ben S. Malayang III and Ritsumeikan President Dr. Monte Cassim signed the Agreement of Research Cooperation, formalizing the start of the five-year research collaboration on issues of common interest.

Under the agreement, SUAKCREM and ICRD will cooperate in joint research projects, sharing research data and publications, and exploring opportunities of research-related faculty exchange and student visits.  SUAKCREM Director Dr. Angel Alcala and ICRD Dean Dr. Sanga-Ngoie Kazadi will coordinate activities covered by the agreement.

IBM, SU Renew Partnership

Silliman University and the International Business Machines Corporation (IBM) signed a contract recently renewing partnership on the IBM Academic Exchange Offering.

The partnership, which started in 2006, offers IBM the opportunity to introduce programs, educational materials and software maintenance to the College of Computer Studies. Electives under this program have been developed for junior and graduating students majoring in Information Technology, Information Systems and Computer Science.

Students who have completed any of the IBM Academic Initiative courses have higher chances of employment with IBM after graduation.
