Silliman University
Foundation, Inc. and Angelo King Foundation established the Center for Environmental
Management (SUAKCREM) on July 15, 1999 with Dr. Angel C. Alcala as the Director
of the Center. This is in response to the urgency of research, conservation,
and protective management of marine and terrestrial environments in the
Philippines.
The Center’s program is directed towards application of research
findings to problems of conservation and management and to increase sustainable
production in marine and terrestrial environments.
SUAKCREM at present is involved in the implementation and management of
the following projects:
1. Research on and establishment of marine reserves on three islands in
the Mindanao (Bohol) Sea - Selinog, Aliguay, and Camiguin;
2. Management of Dapitan Estuary; and
3. Research on amphibian and reptile biodiversity in Philippine rain forests.
Masters and doctoral graduate students are participating
in the research and community work on marine reserves.
The
Center congratulates Dr. Alcala for the recent honors awarded to him by
the Board of Trustees of California Academy of Sciences. The Board of Trustees
of California Academy of Sciences, on recommendation of Dr. Robert Drewes,
Curator and Chairman of the Herpetology Department, elected Dr. Alcala as
one of the three Honorary Fellows for 1999 in recognition of his contributions
to science. Alcala has worked at the Department of Herpetology of the Academy
since the 1960s, doing research on Philippine amphibians and reptiles. As
a result of this work in collaboration with Dr. Walter C. Brown, he has
published many papers and books on these groups of vertebrates and contributed
to the Philippine collections at the Academy.
Dr. Alcala will leave for Molokai, Hawaii on 21 October to participate in
the first Pew Fellows meeting on 22-25 October. In this meeting he and colleague
Dr. Garry Russ will present the rationale for their work on marine reserves
in the Mindanao Sea for which they were awarded a three-year fellowship
by the Pew Trusts, Boston, USA.

Dr. Alcala, together with another Asian scientist, represented Asia during the meeting of the Scientific and Technical Review Panel (STRP) of the Ramsar or Wetlands Convention at the IUCN in Gland, Switzerland on September 22-25, 1999. The STRP consists of 12 elected members who advise the Standing Committee and Conference of Parties on the programs of the Convention. The Philippines is one of the 114 member-nations of the Convention, which is concerned with the conservation and wise use of waterlands. Alcala head the STRP working group on coastal zone management.
