Partnerships Director gets certified as PCW GAD expert

Dr. Jenny Lind Elmaco, Silliman University Strategic Partnerships director, was awarded a certification as National Gender Resource Pool of the Philippine Commission on Women during the National Assembly last July 24 at the Lucky Chinatown Hotel in Manila.

The Gender and Development (GAD) Resource Pool is composed of individuals with skills in gender and development and gender mainstreaming, formed by the Philippine Commission on Women (PCW) as its support group in the provision of technical assistance, monitoring and evaluation, and gender-related research and studies. The members are selected, based on expertise and after rigorous technical training, from National Government Agencies, Local Government Units, academe, Civil Society Organizations and independent gender consultants who have the competencies and experience for gender and development.

In accordance with the Magna Carta of Women and the Philippines’ commitment to achieve gender equality and women’s empowerment (GEWE), the country mandates at least 5% of the national budget for GAD. Plans should harmonize with the Philippine Plan for Gender Responsive Development 1995-2025 and term plans on GEWE; and  various international GAD-related commitments such as the United Nations Convention on the Elimination of All Forms of Discrimination Against Women, the Beijing Platform for Action, and the Sustainable Development Goals. It shall also be anchored on the priorities and thrusts of the government as expressed in the Philippine Development Plan and various sectoral plans.

Dr. Elmaco has long been active in women’s empowerment and gender-responsive programs. She used to manage a project funded by the Spanish Agency for International Development Cooperation on the Implementation of the Magna Carta of Women. She also used to handle a gender studies course at the Asian Institute of Management. Earlier this year, she was a Delegate to the United Nations (UN) Commission for the Status of Women at the UN Headquarters in New York. She is a founding Trustee of SPARK Philippines and Business and Professional Women-Makati.
