The Silliman University (SU) Facilities Management and Administrative Services (FMAS) is hiring a full-time Campus Security and Disaster Management Head.
The Campus Security and Disaster Management Head will lead the overall security operations of the University. They will play a crucial role in keeping the campus safe, orderly, and emergency-ready.
The role ensures the safety of students, employees, visitors, facilities, and campus assets through proactive security management, effective supervision, and strong coordination with internal units, as well as external authorities.
Key Responsibilities
1. Leadership and Supervision
- Oversee daily operations of the campus security team (both in-house and agency-based), especially in the supervision of guards, in the assignment and management of duties/posts to ensure proper coverage of all campus zones.
- Train and evaluate security personnel and recommend corrective measures.
2. Campus Security Operations
- Create, execute, and enforce protocols, access policies, and patrol procedures.
- Monitor CCTV systems, alarms, radios, and incident reporting mechanisms.
- Ensure the safety of buildings, classrooms, dormitories, laboratories, and high-risk areas.
- Provide security support during events and activities of the University, including that of specific programs or offices.
3. Disaster Preparedness and Emergency Planning
- Develop and update the University’s Disaster Risk Reduction and Management Plan (DRRMP).
4. Crisis Management and Incident Response
- Serve as incident commander during emergencies until responders arrive.
- Lead coordinated response to fires, threats, medical emergencies, or natural disasters.
- Prepare incident reports and recommend corrective and preventive action and train faculty, staff, and students on emergency procedures.
5. Incident Management
- Respond promptly to security incidents, threats, emergencies, or accidents.
- Conduct investigations, gather documentation, and prepare incident reports.
- Recommend preventive and corrective measures to reduce risks.
6. Safety and Emergency Coordination
- Assist in implementing fire safety protocols, evacuation procedures, and DRRM-related activities.
- Work closely with the University’s Occupational Safety and Health personnel.
- Support fire drills, earthquake drills, and emergency response trainings.
7. Coordination with Authorities
- Serve as liaison to the PNP, BFP, LGU DRRMO, and barangay officials.
- Coordinate responses to incidents requiring police, fire, or medical intervention.
- Ensure compliance with security and safety regulations issued by national and local authorities.
8. Administrative and Reporting Duties
- Maintain updated security records, shift schedules, and logbooks.
- Prepare security assessments, incident summaries, and operational reports.
- Recommend improvements to campus security systems and policies.
Qualifications
- Bachelor’s degree in Criminology, Public Safety, Security Management, or related field preferred.
- Preferably with Security Officer License (PNP-SOSIA).
- Experience in security operations, law enforcement, or military service (at least 3 years).
- Familiarity with CCTV operations, incident reporting, and emergency response procedures.
- Physically fit, trustworthy, and capable of handling high-pressure situations.
- Excellent leadership and supervisory skills, as well as communication and coordination skills.
