McCann receives Certificate of Appreciation from PH Army’s 703rd Community Defense Center

Silliman University (SU) President Dr. Betty Cernol McCann received a Certificate of Appreciation from the 703rd Community Defense Center (CDC) of the 7th Regional Community Defense Group, Reserve Command, Philippine Army, in recognition of her commitment to the Silliman University Army ROTC Unit and her pivotal role in supporting blood-letting activities and disaster relief operations.

The citation noted that her dedication to service and civic duty reflects a profound partnership that significantly advances the mission and highest ideals of the Philippine Army Reserve Force in Negros Oriental.

The certificate was handed over by LtC. Nell Brian N. Cebrian, director of the 703rd CDC, on February 13, 2026, at the SU Boardroom Annex.

Cebrian was joined by Sgt. Manuel Arcangel R. Regaspi, Sgt. Ejian A. Uy, and Sgt. Justin Marc Lucio R. Pintac of the 703rd CDC Philippine Army and ROTC Division, as well as CDT/COL Judymae Q. Rallustian, 1CL, who represented SU during the ROTC Cultural Understanding and Leadership Program (ROTC-CULP) in Mangilao, Guam, United States of America in November 2025.

Dr. Earl Jude Paul L. Cleope, SU NSTP director, was also present during the awarding.
