Silliman University invites applications for the position of Head, Institutional Strategic Planning Office (ISPO) — a strategic governance unit established to serve as the institutional integrator and steward ensuring that Board-approved directions, ISO 21001 EOMS principles, and national regulatory frameworks are translated into measurable institutional outcomes across academic and non-academic domains.

Key Responsibilities

  1. Strategic Governance & Institutional Alignment
    • Translate Board actions and strategic frameworks into measurable institutional objectives
    • Monitor alignment of divisional and unit plans with strategic priorities
    • Provide independent strategic performance reports to the BOT
  2. Strategic Foresight & Planning Integration
    • Lead scenario planning, risk scanning, and change management initiatives
    • Harmonize institutional planning cycles across academic and corporate units
  3. Policy & Systems Coherence
    • Serve as institutional “clearing house” for policy and systems review
    • Ensure alignment with ISO 21001 EOMS and national regulatory frameworks
    • Provide technical advisory support to academic and administrative units
  4. Institutional Performance & Analytics
    • Establish and manage a University-wide MEL framework
    • Develop institutional scorecards, dashboards, and Board-level analytics
  5. Strategic Communication & Continuity
    • Document institutional learnings and governance milestones
    • Provide data-driven policy and strategy briefs to leadership
    • Strengthen organizational memory and execution integrity

Qualifications

  • Doctorate degree (PhD, EdD, DBA, or equivalent) in Education, Public Administration, Management, Organizational Development, Strategic or Project Management, or related field, is preferred
  • At least 5 years of senior leadership or institutional governance experience
  • With demonstrated experience in:
    • Strategic planning and institutional performance management
    • ISO frameworks (preferably ISO 21001 or ISO-aligned systems)
    • Monitoring, Evaluation, and Learning (MEL) systems
    • Higher education regulatory compliance (CHED, DepEd, TESDA)
  • Strong analytical, policy development, and governance reporting capability
  • High integrity, independence of judgment, and ability to engage Board-level
  • Experience in educational organization management systems and cross-functional institutional coordination is highly preferred.
