ADVISORY 7 #RubyPH: Limited Stand-Down

After consideration of the PAGASA bulletin at 11am today, and the tracking being done by the Joint Typhoon Warning Center in Hawaii, there seems good reason to expect a low to very slim chance for TS Ruby to hit the Dumaguete area and Silliman. But because the typhoon is still to hit landfall (possibly in the next 18-36 hours), we cannot really afford to fully let our guards down. This is because the path and intensity of the typhoon might just suddenly change. 

 And so, we may do a limited stand down at this time. All emergency and rescue personnel may stay at home but shall be on standby and on-call in the next 72 hours. Rescue and emergency equipment and provisions are to stay in place where safe, and shall be kept ready for use. Security personnel are to keep to normal procedures but still stay on alert.
